Do you ever walk by a retail lottery kiosk that has signs importantly displayed about all the lottery winners it has produced? You'd see signs that say something like '$1 million ticket sold here' or '$25,000 in instant win prizes redeemed here.' Then you could walk by others that have no signs at all. Why do some seem to have so many winners, while others have none at all? Are some retail lottery kiosks luckier than others? It might seem that way, but the answer is no, luck has nothing to do with it.
It's actually all about statistics. You need to know that for any one draw, the lottery business could sell millions of tickets and they also have thousands of retailers. With so many tickets being sold in so many locations, statistically there will be pockets of retailers that sell multiple winning tickets over the course of a time period and there will be many that have no big winners. It's the way it's supposed to happen and luck has nothing to do with it.
Those signs that you see are a marketing publicity stunt. The lottery business knows that there are no 'lucky' lottery kiosks. But, the human brain sees these types of signs and thinks that the retailer must be lucky, so they may buy a ticket when they really didn't intend to do so. The publicity stunt is used to increase sales and nothing more. It really doesn't matter where you buy your lottery tickets from because luck has nothing to do with it.
